Description:

The role carries responsibility for the strategic development, governance, and quality assurance of Nursing and Social Work services,. The HCI will drive a strong focus on partnership with families, co‑design, and integrated community‑based supports that strengthen outcomes and experience.

The post holder will lead planning, service design, policy development, and implementation of CRC strategies within the children’s service portfolio. This includes ensuring robust delivery of Service Arrangement requirements, compliance with relevant legislation and national frameworks, oversight of data analytics and insights, and the initiation and management of strategic improvement projects that advance CRC’s vision for equitable, sustainable, person‑centred supports.

The HCI will contribute to the execution of the HSE Compliance Statement, fulfil associated governance responsibilities, and ensure timely and high‑quality delivery of Service Arrangement and IMR reporting. Through strong leadership, partnership with internal and external stakeholders, and a commitment to CRC’s mission, the HCI will help shape the future of community‑based disability services and strengthen CRC’s role as a trusted provider of high‑quality public services.

The post holder will lead on the governance and management to deliver on HSE National Policy on Progressing the Reconfiguration of Disability Services for Children and Young Persons.

The successful candidate must be familiar with all relevant national policies and also have the following essential requirements:
 

  • A relevant third‑level qualification in Health or Social Care, Nursing, Allied Health Professions, Social Work, or a related field — typically at NFQ Level 8 or higher.
  • Where applicable, statutory or professional registration with the appropriate regulatory body (e.g., CORU, NMBI).
  • Significant post‑qualification experience in disability, children’s services, community health, or related social care settings.
  • Minimum 5 years relevant experience, including roles directly involved in disability service delivery, to include at least 3 in a management position.
  • Demonstrated ability to lead teams, including staff supervision, development, and performance management.
  • Demonstrated experience managing or leading multidisciplinary teams in a health or social care environment.
  • An in depth and working understanding of the implementation and application of Progressing Children’s Disability Services and an ability to lead change initiatives.
  • Full clean driver’s license and willingness to travel across service locations.
  • Flexibility to work outside standard hours as needed to meet service demands.
  • Proficiency in Microsoft Office and relevant care management systems.
  • Experience in policy development and service evaluation.

Desirable Criteria

  • A qualification in management, leadership or business.
  • Understanding of Human Rights-based approaches and national disability strategies.
  • A Lean qualification e.g. Lean Six Sigma belt qualifications
  • Candidate can demonstrate a strong commitment to continuous improvement and efficiency in service delivery through the application of Lean Principles (or similar).
