BlackBee is a Cork based dynamic and innovative financial services group. The MiFID Firm has identified a need for a Head of Compliance & MLRO on a contract basis to support the Firm in maintaining its existing compliance framework whilst ensuring ongoing adherence to regulatory obligations.

Note that this role is offered on an initial 9-month contract basis.

Responsibilities

Acting as the Head of Compliance with responsibility for Anti-Money Laundering and Counter Terrorist Financing Legislation the key responsibilities of this role include:

  • Assuming the PCF-15 role which will be subject to prior approval from the Central Bank of Ireland under its Fitness & Probity regime.
  • Prepare and present Compliance updates to the Board of Directors.
  • Act as point of contact for the Board of Directors with respect to compliance (including regulatory) related matters and queries.
  • Act as primary point of contact for different units within the Central Bank to address and discuss specific regulatory queries ensuring that all information requests are promptly dealt with in a professional manner, followed up with relevant input from various business units where necessary and responded to within defined timelines.
  • Assume ownership for the execution of the Compliance Programme and supporting Monitoring Plan.
  • Oversee and manage regulatory reporting submissions through the Central Bank’s ONR system ensuring that all deadlines are met as required and are reviewed and signed off by Compliance interacting with relevant business areas where necessary.
  • Ensure the ongoing accuracy and reliability of submitted regulatory returns following up with the business where necessary.
  • Ensure compliance related policies and procedures are reviewed in line with the compliance framework.
  • Maintain oversight and manage the implementation and roll out of the incoming Investment Firm Directive/Regulation.
  • Maintain oversight and sign off on behalf of Compliance on product and marketing related material and client communications.
  • Liaise with the Head of Client Assets Oversight with respect to the monitoring and oversight of client assets including assessing and monitoring adherence to the Client Asset Management Plan (CAMP) and undertaking daily reviews of daily client asset reconciliations.
  • Actively contribute to embedding and promoting a compliance culture within the Firm.
  • Represent Compliance where necessary with internal and external stakeholders and ensure that the compliance agenda and risks are sufficiently considered.
  • Act as a subject matter expert on compliance related matters with the business.
  • Lead, design and provide training to the business on compliance related topics e.g. AML, GDPR, Ethics etc. as part of the annual training programme.
  • Oversight of the Firm’s AML/CTF/Sanctions framework, acting as MLRO.
  • Provide compliance services to affiliate entities as required within the Group.

Experience

  • At least 5+ years’ experience working in a Compliance or Risk role in the financial services sector.
  • Prior experience in a PCF-12, PCF-14 or PCF-15 approved role desirable.
  • Experience of interacting, communicating with and presenting to Senior Management and Boards is desirable.
  • Experience working within MiFID regulated entities is preferable.
  • Knowledge and experience of the Central Banks regulatory framework.

Qualifications

  • An undergraduate degree in business administration, Finance, Economics, Accountancy, Law or a related discipline.
  • A postgraduate or industry qualification is preferable.

Personal characteristics of suitable candidates

  • Knowledge of key compliance and regulatory topics, including inter alia, MiFID II, CRD IV etc.
  • Ability and willingness to understand and interpret regulations and regulatory guidance and apply same
  • Strong interpersonal and communication skills
  • Ability to take ownership of role and work under own initiative is key and assume ownership of tasks and engage with business
