Senior Procurement Manager

 

Description:

We are seeking applications from public procurement professionals with significant senior level experience in a senior buyer role or as a legal adviser in the area of public procurement law. The purpose of the role is to build and maintain positive and effective relationships with relevant business leadership teams in order to provide strategic and professional procurement advice and ensure mutual understanding on current and pipeline procurement needs for the relevant area(s). The role holder will lead the competitive tendering of assigned procurements across a range of non-business areas, including some or all of the following: ICT, professional services, construction/works related supplies and services, including large and / or complex tenders at national / EU levels ensuring that the Bank achieves its procurement policy objectives in a timely, compliant and cost-effective manner.

Responsibilities:

  • Responsible for acting as a strategic partner to business leadership teams for procurement in their area.
  • Work with peer Senior Business Partner(s) to build and maintain positive and effective relationships and provide in-depth professional procurement advice on sourcing strategy and the application of relevant policies, guidelines and legislation. The role holder is responsible for ensuring that the procurement objectives of the Bank are aligned with the individual goals and objectives of the relevant Business Units and that current and future requirements are delivered in an efficient, timely and cost effective manner.
  • Responsible for leading the effective and timely execution of procurements from end to end (market research to contract conclusion), in particular high value and complex tenders. Track the progress of multiple procurements at varying stages of progress and ensure that the business is kept up-to-date throughout.
  • Ensure that tenders are compliant with all aspects of the Public Procurement regime and with Bank policies.
  • Provide thought leadership in the assigned procurement categories and (where relevant), development of the team through effective direction, delegation, performance management and coaching to ensure all staff members achieve the required performance standards and meet their own job enrichment / development objectives.
  • Provide coaching to business leadership teams and their designates in relation to the practicalities of the tender process as well as the responsibilities of the business in the execution of same. Identify and assess risks and implications of procurement related business decisions and influence the business appropriately to ensure alignment with the Bank's Principles and Priority Behaviours and with applicable Procurement Policy, legislation and guidance.
  • Applying established Central Bank approaches, work with peer Procurement personnel to provide business leadership teams with detailed reporting and analysis on the outcome of procurement processes and on forecasted and secured spend. Prepare dashboards and structured reporting packs for business Relationship Management meetings; provide input into the development of a structured framework for demand management; and use structured processes to run quality and peer reviews of procurement strategies, outgoing tenders and evaluation criteria to ensure adequacy and fitness for purpose to meet the Bank’s objectives.
  • Drive the Sourcing side risk processes. Raise and track sourcing risks in conjunction with the business and Operational Risk as per established Central Bank processes. Maintain detailed tender stage gate and metrics information to ensure quality management information.
